include config.h in all compiled files
...
After running configure script (new config.h written), all objects
should be recompiled.

Include getdate.y to allow regenerating getdate.c
...
Taken from GNU tar-1.13. Patched yylex and yyerror declarations to avoid
compiler warnings.
