Add nanosecond slewing to Linux driver
For offset adjustments below 10 microseconds use kernel PLL with
locked frequency and 1s time constant.

Add rtcsync directive
The directive enables the 11 minute kernel mode. It cannot be used
when the normal RTC tracking is enabled.
